Guidance on Mandated Metering Regulations in California
California has experienced severe groundwater overdraft and declining aquifer levels, causing significant subsidence and depletion of precious water resources, especially in drought years. In response, the Sustainable Groundwater Management Act (SGMA) passed in 2014, establishing a state-wide framework for local groundwater management in the form of Groundwater Sustainability Agencies, or GSAs.
Critical areas and those at most risk of depletion were identified and required to submit their Groundwater Sustainability Plans (GSPs) to the California Department of Water Resources by 2020. All GSAs are required to achieve sustainable groundwater management by 2040.
Although implementation of these Groundwater Sustainability Plans is complex, it’s an important path toward conservation and sustainability in the face of growing demand.
As a result of the SGMA legislation, natural resource authorities and agencies have endeavored to quantify water use for sustainability and balance the supply with annual usage. In addition to keeping within water allocations, installing a meter directly onto the pump will quantify water production directly from the well and inform you about pump plant performance including any problems such as a worn pump, pump column, or well casing. The meter acts as a diagnostic tool!
